An environment is deterministic if the outcome of any action performed is uniquely defined, and non-deterministic otherwise. Non-determinism can seem an unusual property to attribute to environments. For example, we usually imagine that software environments, governed as they are by precise rules, are paradigms of determinism. Non-determinism captures several important aspects of such environments as follows. Non-determinism captures the fact that agents have a limited 'sphere of influence' - they have at best partial control over their environment.

Some information must be lost in the mapping from continuous environment to discrete representation of that environment. Thus the information a discrete-state agent uses in order to select an action in a continuous environment will be made on the basis of information that is inherently approximate. Finally, with finite discrete state environments, it is in principle possible to enumerate all possible states of the environment and the optimal action to perform in each of these states. Such a lookup table approach to agent design is rarely possible in practice, but it is at least in principle possible for finite, discrete state environments.

Thus the information a discrete-state agent uses in order to select an action in a continuous environment will be made on the basis of information that is inherently approximate.
